From today (29 May), Scotland is expected to be able to implement the first phase in its restart plan for the construction industry

A move to ‘phase 2’ of the construction sector’s plan will follow consultation with the government to ensure it is safe to do so in line with public health advice.

The Scottish government has set documents about how to work safely in different types of workplace. This guidance is intended for use by the construction sector.

It first came into effect on 6 April 2020 and extends until further notice. Companies should consider their site safety operations in light of this guidance.

Framework for decision making

The Coronavirus framework for decision making – Scotland’s route map through and out of the crisis, was published on 21 May.

The framework states that in Phase 1: “We are also planning for the construction sector to implement the first two phases in its restart plan (planning and pre-start site preparations) with a decision to move to ‘phase 2’ of the construction sector’s plan (soft re-start) only after consulting with government to ensure it is safe to do so and in line with public health advice.

Decisions on the timing of progression through phases will be made in line with the route map.”

The government’s guidance should be read in conjunction with the business and physical distancing guidance.

It provides guidance for the construction sector to help businesses determine what constitutes ‘essential’ work that may be able to continue.
