BAM has begun work on the restoration of the historic Victoria Building at Blackburn College, which has been standing for 135 years
The project aims to transform the building into a vibrant centre for adult education skills and community engagement within Blackburn town centre. The Department for Education has provided £25m from its Further Education Capital Transfer Fund for the restoration and repair of the building structure.
The Victoria Building has a rich history
The Victoria Building was built in 1888 and emerged from an architectural competition held to design a Technical College structure. It was funded through donations from philanthropists and contributions from the public. The building was opened to commemorate Queen Victoria’s Golden Jubilee and to commemorate Blackburn’s industrial achievements.
This industrial heritage is evident in the building’s ornate panels and stained-glass windows, which depict various aspects of science, technology, the arts, and manufacturing. The Victoria Building was granted Grade II Listed Status in March 1984 and has been described as an exemplar of the “Northern Renaissance” architectural style.
Making Blackburn College a better space for learning
New lecture theatres will be added to the Grade II listed building, and office space will be converted into spacious classrooms and meeting rooms.
Royal BAM will also redecorate the building to include detailed panelling, intricate coving, and new stained-glass features. False ceilings will be removed, and a comprehensive renovation of the building’s corridors, stairwells, and reception areas is planned.
One of the largest transformations will be the conversion of the entire top floor of the building into a versatile live performance area, catering to both students and the local community for various events.

“The Victoria Building is iconic and part of our wider development of the Blackburn Cultural Quarter. This is a fantastic commitment by the Department for Education and Blackburn College – a welcome boost for our town,” added Councillor Quesir Mahmood, deputy leader of Blackburn with Darwen Council.
