Contractors in England and Wales eligible for £260m RM3 framework

Contractors in England and Wales can now take part in a newly launched public sector RM3 framework worth £260m. The framework aims to help the completion of diverse housing, non-residential refurbishment, and retrofit projects

The projects will be completed under the Refurbishment and Modernisation (RM3) Framework, administered by the LHC Procurement Group (LHC). LHC is a not-for-profit provider of public-sector construction frameworks.

The framework replaces LHC’s previous framework, Whole House Refurbishment and Associated Works (WH2). The RM3 framework now includes the refurbishment of residential buildings as well as the refurbishment of non-residential structures.

The RM3 framework covers a broad range of workstreams

The framework provides social housing and public sector providers with the flexibility to fulfil their asset management through a variety of refurbishment works.

The framework covers several workstreams, including the refurbishment of kitchens and bathrooms, electrical works, painting and decorating, external works, and multi-disciplinary works.

“We have designed the RM3 framework with contractors across the marketplace to ensure the appointment of high-quality expertise with a strong regional base while also supporting clients and partners in delivering social value and environmental commitments. RM3 will provide clients with access to a range of companies from SMEs through to large organisations, as well as the flexibility to deliver a wide variety of refurbishment and associated retrofit works,” said Dean Fazackerley, head of technical procurement at LHC.

“What makes this framework so unique is that whereas WH2 only focused on housing, RM3 goes further and applies to non-residential settings where the same specification applies,” he continued.

“It can also be used in conjunction with LHC’s supply frameworks, such as Kitchens and Associated Products (K7).”

The effect of the Framework will vary by region

The framework will hold different values across different regions. In England, it amounts to £210m, while in Wales, it stands at £50m. In Scotland, it reaches £100m.

To ensure efficient project execution, eight suppliers will be selected per lot per region, with an additional reserve list of four for each region. This reserve list serves as a backup, providing additional support from alternative companies throughout the four-year duration of the framework.

The scope of the RM3 framework includes traditional housing such as houses, bungalows, flats, and apartments. It also extends to leasehold properties, market rent properties, care homes, extra care and supported living accommodations, and student accommodations. As well as key worker accommodations, mixed-use sites, community buildings, public buildings, and offices, and blue-light buildings.
