The All-Party Parliamentary Group (APPG) on Housing and Planning has launched an inquiry into England’s developer contributions systems
The developer contributions inquiry will run over the summer of 2023 and aims to build on the work of successive governments, parliamentary committees, and other experts to recommend improvements to the planning system.
The group will collect evidence based on the experiences of organisations, professions and people using Section 106 and CIL to enable development, assessing the current opportunities and challenges that face the developer contributions system in England.
Recommendations on planning reform will be made to the Government following the inquiry’s conclusion.
The inquiry also hopes to contextualise responses to the proposed Infrastructure Levy
The inquiry is specifically calling for evidence relating to the proposed Infrastructure Levy, seeking to explore proposals to improve the existing Section 106 (S106) and Community Infrastructure Levy (CIL) mechanisms.
Local government, housebuilders, social and affordable housing providers and other interested academics, charities, and businesses are all encouraged to submit evidence.
It is hoped that this investigation will help parliamentarians understand the nature of responses submitted to the Department for Levelling Up, Housing and Communities’ recent technical consultation on the Infrastructure Levy, many of which were strongly opposed.

It is a timely investigation into the challenges and opportunities facing England’s developers as we approach an election year. This investigation will go a long way to informing lawmakers of the situation facing the industry, and I echo the APPG’s call to representatives from interested parties to submit their evidence ahead of the deadline in September.”
The deadline for submissions to the inquiry into developer contributions is 5pm on Tuesday 5th September 2023.
