The existing construction framework, CF21, will expire this November

The new school construction framework seeks to be a closed framework for both constructing and refurbishing schools and educational buildings.

The framework will also stretch to colleges, university buildings, and public buildings that are ancillary to educational buildings.

The new school construction framework is estimated to be £15.4bn

The framework will last for an initial six year term, with potential for an extra two years from the date that the agreement has been signed.

Contracts are currently estimated to begin for the 16 January 2026 until 15 January 2032. With the possible extension, this would last until 15 January 2034.

The framework involves several CPV classifications, including building fittings, prefabricated buildings, construction work, architectural and related services, and engineering services.

The lots are divided as follows:

  • Lot 1: North – Valued at over £12m, this lot covers educational buildings with a gross internal floor area (GIFA) of 2,500m2 or more, and has 10 places covering the North East, North West, Yorkshire and the Humber, East Midlands, and West Midlands.
  • Lot 2: South – The same value, places, and GIFA as Lot 1, but covering the East of England, London, South East, and South West.
  • Lot 3: North East – Valued at £4.4m-£12m, and with a GIFA up 2,500m2, this lot has 7 places covering the North East.
  • Lot 4: Yorkshire and The Humber – Same value, GIFA, and places as Lot 3, covering Yorkshire and The Humber.
  • Lot 5: East Midlands – Same value, GIFA, and places as Lot 3, covering the East Midlands
  • Lot 6: East of England – Same value, GIFA, and places as Lot 3, covering the East of England
  • Lot 7: London – Same value, GIFA, and places as Lot 3, covering London
  • Lot 8: South East – Same value, GIFA, and places as Lot 3, covering the South East
  • Lot 9: South West – Same value, GIFA, and places as Lot 3, covering the South West
  • Lot 10: North West and West Midlands – Same value, GIFA, and places as Lot 3, covering the North West and West Midlands.

The framework will also be open for several contracting authorities

Contracting authorities that will be able to use this framework include:

  • The Department of Education and the Secretary of State for Education
  • All government departments, their agencies, arm’s length bodies, and non-departmental bodies
  • English local authorities
  • Primary, secondary, and special educational needs schools
  • Diocesan and other faith authorities
  • University technical colleges, institutes of technology, and city technology colleges
  • Studio schools in England
  • Further education colleges in England
  • All education establishments in England on the Get Information about Schools register
  • Universities and other higher education institutions
  • Procurers of other wider educational and community facilities
  • LocatED Property Limited
  • Any legal person owned or controlled by the bodies above.

Further school projects are set to take place as Great British Energy recently announced the installation of solar panels on 200 schools and hospitals throughout the country.
